The shoe measuremeant is based on the size of the inner sole. Make a mark on the paper where the foot is the longest, then just take a ruler and measure from the corner of the paper to the mark to see your child’s measurement.

Children’s feet grow really fast so it is recommended that you buy a pair that is slightly bigger than the feet. You should add approximately when choosing shoe size:
